Abstract
International negotiations occupy a prominent position in the interactions of international relations throughout the ages. Indeed, the phenomenon of negotiation is a human phenomenon that expresses human behavior towards cooperation and reaching a common framework for this concept between two conflicting parties. Therefore, there had to be methods and approaches to resolve this conflict, and among them emerged that tool or phenomenon called negotiation. In the absence of an authority in the international community that is equivalent to the authority present in the internal politics of the state, the importance of international negotiation has doubled and increased in light of the developments witnessed by the international community recently, and the necessity of emphasizing the language of dialogue and understanding instead of clash and confrontation has become clear. Given the danger posed by international conflicts to the conditions of international peace and security and to the national interests of states, the need has arisen to adopt mechanisms and methods to resolve these international conflicts, including resorting to negotiations as an appropriate mechanism in this regard, whether in relation to organizing relations of cooperation and understanding between states or to settle international disputes, while recognizing that conflict and cooperation are among the characteristics and features inherent in human existence at the level of states, individually and collectively, and thus the permanent need to enhance resorting to negotiations is determined.
