Abstract

The method of certain knowledge of the administrative decision is one of the important judicial means and clues in clarifying the knowledge of the administrative decision and determining the date of appeal against it, and it was adopted by the administrative judiciary in Egypt and Libya in line with the French judiciary. Comparative analytical, and I concluded through this study that the theory of certain knowledge is a judicial theory made by the French administrative judiciary, and it can be proven by a presumption verse or a fact that the judge extracts and recommends that the legislator must legally stipulate this method.
