Abstract

Higher education in Libya has received great attention since its inception, and this appears in the steady expansion in the numbers of students enrolled in this type of education, and in the establishment of many universities in addition to working to diversify and develop this educational level, but these efforts did not come out of the universities from their traditional framework organizationally Scientifically, technically, intellectually and culturally, the past years have witnessed a great development in the field of communication and information technology that led to radical changes in human life, and was reflected in the temple on which its economic, social and psychological components were established. This research is one of the subjective, non -field research research, and its importance lies in clarifying the importance, goals and characteristics of e -learning remotely and highlighting its obstacles and how to limit them, and aims to draw the attention of those who have to do with this education, whether they are experts, professors, students or students of the importance of this type of education, Especially in times of crisis and emergencies, and a statement that this education has become witnessing development and care from most countries, especially the advanced.
