Abstract

This paper aimed to identify the requirements of e-governance to improve the performance of higher education institutions in Libyan universities, as well as the most important justifications for the transition to e-governance. Through this, the research problem was defined in the following main question: -What are the most important requirements of e-governance to improve the performance of higher education institutions? The descriptive analytical approach was used to reach the most important results and recommendations through theoretical literature and previous studies in this field to suit the nature of the research. The research reached many recommendations, including: 1- The need to focus on building the infrastructure for e-government. 2- Establishing a governance communications network to provide administrative services to higher education institutions through these networks. 3- Electronic linkage between the Ministry of Higher Education and Libyan universities in sending information to improve administrative performance.
