Abstract

This study discusses the topic of new trends in local government and municipalities in Libya during the period from 2012 to 2025. This study is divided into three axes: The first axis: the conceptual framework of local government and municipalities, in which the researcher presented the concepts of centralization, decentralization, local government, and the concept of the municipality as a local unit, and clarifies the relationship between local government and democratic transformation. As for the second axis, the researcher presented the new trends in local government and the state of municipalities, revealing the nature of the transition from centralization to decentralization through the transformation to the local administration system and municipalities. Here, the researcher presented a historical overview of the development of local government in Libya through three historical stages. As for the third axis: municipalities and the need for governance of internal work in Libya.
