Abstract
This research paper addresses a highly important topic, namely the legal regime governing the exploitation and utilization of the seabed beyond the national jurisdiction of states. This has led me, as a researcher, to explore the principle of the common heritage of mankind. Accordingly, the United Nations Convention on the Law of the Sea of 1982 was established, aiming to provide a comprehensive legal framework for all matters related to the international area. The Convention also laid down the legal provisions governing the Area and was signed during the Third United Nations Conference on the Law of the Sea. Through this study, I examined the methods of exploiting and utilizing the seabed beyond the national jurisdiction of states. The Convention sought to serve the interests of all countries, both developed and developing. However, despite the advantages it granted to developing countries, their lack of scientific and technological capabilities remains an obstacle preventing them from benefiting from these advantages.
