The Effectiveness of Maintenance Planning in Oil Institutions (An Analytical study of Al-Zawiya Oil Refining Company)

Abstract
The research aimed to determine the effectiveness of planning for maintenance work, as well as to identify the most important difficulties facing effective maintenance planning and how to enhance the planning effectiveness of maintenance work, through a field study on Zawiya Oil Refining Company, which adopted the descriptive analytical approach, and using the questionnaire and interview tools, the research reached a set of results, the most prominent of which is the presence of a good level of effectiveness of maintenance planning, through a set of practices that were excellent and good, the highest of which was the management's commitment to setting objective goals for maintenance work, as well as managing maintenance operational plans and strategic plans for maintenance work. The results also showed a decline and weakness in some planning practices for maintenance work, represented in: (preparing cards for machines and devices bearing their technical and historical specifications, setting a timetable for each type of maintenance in line with the volume of work, relying on maintenance plans on graphic analysis techniques to improve maintenance forecasts, building key performance indicators (KPIs) to evaluate the effectiveness of maintenance plans). The results also indicated the presence of a number of difficulties facing the effectiveness of maintenance planning, the most prominent of which were: weak competencies at the planning level, weak competencies in modern maintenance systems, as well as the absence of coordination and weak supervision. The research reached a set of mechanisms to enhance the effectiveness of planning based on training and raising efficiency at the level of planning and data analysis, providing devices, equipment and maintenance supplies, adopting and adopting modern systems and systems, as well as coordination between teams and departments for maintenance work. The research recommended recommendations, the most important of which were: benefiting from the expertise possessed by the company, and training and qualifying human cadres in the field of planning, data analysis and performance evaluation
