Abstract
Development programs are designed within a comprehensive framework of economic and social vision. Among their objectives is raising the efficiency and developing human resources, which is the most important link in the production chain. Developing the private sector and creating an environment conducive to investment and production is achieved through legislation aimed at supporting it and increasing its contribution to bridging the gap between it and the public sector. This involves increasing the number of its workforce on the one hand, and encouraging it to invest and produce to diversify the economy's sources of income on the other. This will enable the private sector to expand its scope compared to the public sector. It is a priority to demonstrate its articipation rates by reducing the dominance of the public sector, with the goal of achieving a balance between the public and private sectors. This will lead to economic and social stability, thereby enhancing the achievement of the development goals of Libyan society
