Planning as an Approach to Developing Educational Services in Libya

Abstract
Education can be viewed from several perspectives, including its nature and the objectives it seeks to achieve. Due to its importance, education plays an active role in building and developing goals. In order to establish a proper planning approach in the educational sector, it is necessary to design a strategy that aligns with the conditions and circumstances of society by identifying priorities, so that available resources can be used in the best possible way. These priorities should be determined comprehensively and must reflect the main goals of society, whether social or economic, by identifying what is desirable and setting realistic alternative solutions.
To determine development priorities in the educational field, it is essential to understand the level that society has reached and the primary objectives intended to be achieved in both the short and long term. Hence emerges the importance and necessity of planning educational services according to a scientific approach, as these services are essential for both the individual and society. They depend on preparing technical and professional cadres required for social and economic development at both national and local levels.
