Juvenile Delinquency Police Unit in Libyan and Comparative Legislation

Abstract
This research aims to study and analyze the emergence and development of the Juvenile Police at both the international and national levels, with a particular focus on the position of the Libyan legislator regarding the regulation of this institution, and to evaluate the effectiveness of the Libyan legal framework in light of international standards.
The analytical and comparative methodology was adopted, and the study concluded that the Libyan legislator has not enacted an explicit legal provision establishing a specialized Juvenile Police. The findings also reveal the absence of institutional organization, insufficient training and qualification, and a lack of alignment with international standards that emphasize the necessity of having a qualified and specialized police force to deal with juvenile offenders.
