The Impact of Organization Culture on Human Resources Planning and Talents Retention in Libyan Universities

Abstract
This study aimed to explore the impact of organizational culture in Libyan universities on human resource planning and the retention of academic and administrative talents. The research problem stemmed from the central question regarding the extent to which prevailing organizational culture affects human resource practices and the ability of academic institutions to attract, develop, and retain qualified staff . The study employed a descriptive-analytical methodology to examine the relationships among variables, using a standardized questionnaire to measure dimensions of organizational culture, human resource planning practices, and talent retention strategies. The sample consisted of 120 participants from the University of Zawia in Libya, including both administrators and faculty members from various disciplines and functional levels. Participants were selected through simple random sampling to ensure balanced representation. Findings revealed a moderate positive relationship between organizational culture and human resource planning. Supportive organizational culture was found to significantly contribute to attracting and retaining talents, while also enhancing the effectiveness of human resource development programs. Results further indicated a clear association between organizational culture and talent retention strategies, with their integration explaining 32% of the variance in talent retention. The study concluded with several recommendations, including the need to foster values of fairness, transparency, and teamwork to strengthen positive organizational culture; to develop comprehensive strategic plans for human resource management aligned with staff needs; to implement continuous training programs based on a culture of learning and innovation; and to enhance retention strategies through fair incentives and flexible work environments. Ultimately, the findings emphasize the importance of integrating organizational culture with human resource planning to ensure stability and talent retention in Libyan universities.
