Abstract

This article examines the significance of dialogue in Arab-Islamic civilization as a central instrument for human development and social governance, highlighting its linguistic and Qur’anic roots as well as its educational, social, and political dimensions. It demonstrates that dialogue was not merely a means of communication, but evolved within the Islamic experience into a comprehensive approach for exchanging opinions, transmitting values, and resolving disputes within socialization institutions such as the family, the school, and places of worship. Through this role, dialogue contributed to shaping a balanced Muslim personality grounded in understanding, conviction, respect for others, and the cultivation of ethical awareness. The article further emphasizes the pivotal role of dialogue in Islamic political institutions, drawing on Qur’anic and historical models that extend from the Prophetic state to the Rightly Guided Caliphate. In this context, dialogue served as the foundation of consultation (shūrā), a mechanism for sound decision-making, and an effective means of managing differences and preventing division. The study concludes that purposeful dialogue played a key role in ensuring political stability and strengthening trust between rulers and the governed, and that reviving this dialogical heritage remains a contemporary necessity for addressing modern challenges, promoting coexistence, and managing diversity within pluralistic societies.
