Abstract
The United Nations Charter assigns the Security Council the primary responsibility for maintaining international peace and security, given its original jurisdiction. Chapter VII of the Charter empowers the Security Council to carry out its duties and take necessary measures, including issuing resolutions. When addressing human rights issues within its purview, the Security Council deals with them under the heading of intervention, whether designated as international humanitarian intervention or intervention to protect human rights.
