To achieve this goal, the study used the descriptive analytical method through a questionnaire that was distributed to workers in the cultural centres in the city, and the results of the study showed satisfaction with the design of the building in terms of its suitability for the beneficiaries, despite some observations related to furniture and ventilation. The study also showed the lack of availability of electronic resources, which affects the quality of knowledge content. The study also revealed a lack of use of technology within the centre, such as the absence of modern electronic systems and effective Internet services. The results also showed that the employees of the centre cooperate well with the beneficiaries, but they need additional training to raise their professional competence, especially in the fields of guidance and guidance. The study also showed the weakness of the level of cultural activities and educational workshops, although respondents realised their importance. The results confirmed that there is an urgent need to develop the cultural centre in terms of updating content, improving infrastructure, and expanding cultural programs. Based on these results, the study recommended improving the reading environment within the cultural centre in Misrata, supporting the provision of digital sources and modern references, providing advanced technological structure, organising training courses for employees, and intensifying cultural events and educational workshops to enhance the cultural and knowledge role of cultural centres in society.
