Libya and the United States: Between Reality and Future Aspirations

Abstract

Relations between Libya and the United States are significantly influenced by Libya's internal developments as well as regional and international geopolitical changes. Since 2011, the United States has focused on supporting political stability, combating terrorism, and strengthening energy security, while Libya has sought to establish balanced relations with major international powers in a manner that serves its national interests. However, persistent political division, weak state institutions, the presence of armed groups, and foreign interference have constrained the development of bilateral relations and limited opportunities for cooperation.

The strategic rivalry between Russia and the United States has become one of the most influential factors shaping Libya's foreign policy. Russia seeks to expand its military, political, and economic influence in Libya, while the United States aims to contain this expansion in order to safeguard its strategic interests in the Mediterranean and North Africa. At the same time, Libya aspires to pzursue an independent foreign policy based on diversified international partnerships and non-alignment, thereby preserving its sovereignty and enhancing its capacity to achieve stability and sustainable development.
