The Problematic of Evaluating Educational Systems in the Era of International Comparisons: An Analytical Reading of Theoretical Foundations and Educational Stakes

Abstract

Educational systems worldwide have increasingly adopted large-scale assessment as a principal mechanism for evaluating educational quality and informing policy decisions. Nevertheless, this expansion has reinforced a reductionist tendency to conceptualize learning through measurable quantitative indicators while overlooking its complex cognitive, social, and cultural dimensions. Against this background, the present study aims to analyze the theoretical foundations underpinning educational system evaluation, examine the influence of global educational governance on the concept of educational quality, and explore the epistemological and methodological limitations of prevailing assessment models. The study employs a critical analytical approach based on a comprehensive review and analysis of contemporary educational literature and international policy discourse on educational system evaluation. It further adopts a comparative conceptual analysis of the frameworks underlying large-scale international assessments and relates them to contemporary learning theories and the philosophy of educational assessment. The findings indicate that the dominance of quantitative measurement has substantially reshaped the concept of educational quality by emphasizing standardized performance indicators, thereby narrowing the representation of learning and overlooking many of its cognitive, social, and cultural dimensions. The analysis further demonstrates that, although international assessments provide valuable evidence for educational accountability and cross-national comparison, they are insufficient to capture the complexity of learning processes within classroom contexts. Consequently, the study argues for more comprehensive evaluation approaches that integrate quantitative measurement with qualitative analysis and conceptualize learning as a dynamic process shaped by the interaction between knowledge, experience, and context. The study contributes a critical conceptual perspective that repositions educational evaluation within a broader philosophy of learning and proposes a more balanced framework capable of supporting educational policies that promote deep learning, acknowledging individual differences, and balance accountability with meaningful educational development.
