The Role of Strategic Planning in Achieving Stability and Development During the Reconstruction Phase – A Field Study on the Municipal Council of Bani Walid Municipality for the Year 2026

Abstract

This study aimed to examine the impact of strategic planning, with its various dimensions, on achieving stability and development in the Bani Walid Municipal Council, in light of the institutional and administrative challenges facing municipalities during periods of transition and reconstruction. The study adopted a descriptive-analytical approach and used a questionnaire as the main data collection tool. A simple random sample of (40) employees working at the Bani Walid Municipal Council was selected. The questionnaire consisted of five main dimensions: vision, mission, and objectives; environmental analysis and resources; participation and transparency; implementation and evaluation; and stability and development. The validity and reliability of the research instrument were verified through expert judgment, Pearson correlation coefficients, and Cronbach’s Alpha, which indicated that the instrument possessed a high level of validity and reliability. Descriptive statistical methods, including means, standard deviations, and relative weights, were employed, in addition to inferential statistical methods, particularly simple linear regression, to test the study hypotheses. The findings revealed a positive and statistically significant effect of strategic planning on achieving stability and development in the Bani Walid Municipal Council. Moreover, the results indicated that the implementation and evaluation dimension had the strongest impact, followed by participation and transparency, environmental analysis and resources, and finally vision, mission, and objectives.
