Governance and Anti-Corruption in the Libyan Public Administration after 2011: An Analytical Study of Challenges and Opportunities

Abstract

This study analytically examines governance and anti-corruption in Libyan public administration after 2011, as one of the most critical issues for institutional reform and restoring public trust. It aims to identify the key challenges facing the implementation of good governance principles and anti-corruption mechanisms within the Libyan context, while also highlighting the opportunities available to enhance transparency, accountability, and administrative performance. The study adopts an analytical, descriptive, and comparative approach based on a review of relevant literature and legal texts, as well as an analysis of official and international reports on the current state of Libyan public administration. The findings provide a set of results and recommendations that contribute to a roadmap for public administration reform in Libya in line with international standards.
