Designing a Digital Model for the National Atlas and Producing Thematic Maps in Libya

Abstract
The absence of an integrated national digital atlas in Libya poses a clear challenge to the standardization and utilization of spatial data in support of planning, development, and decision-making. This situation stems from the reliance of local applications on fragmented databases and traditional mapping systems that lack integration and the capacity for continuous updating. Consequently, there is a pressing need to design and build a digital atlas model based on specific digital components—encompassing natural, administrative, demographic, economic, and environmental models, as well as satellite imagery and infrastructure data—supported by a unified geographic database and an interactive digital platform for efficient map production and information management.
Digital models, geographic databases, and digital platforms constitute a vital foundation for developing an integrated national atlas for Libya. This is achieved through the creation of a national digital system capable of managing spatial data and producing digital maps—thereby supporting both spatial planning and decision-making. Indeed, digital modeling has demonstrated high efficiency in enhancing spatial analysis, natural resource management, and the monitoring of spatial changes, in addition to facilitating the development of spatial indicators for regional planning and sustainable development.
