International Competition in Libya and Its Implications for Egyptian National Security – A Study in Political, Security, and Strategic Dimensions (2011–2023)

Abstract

Since 2011, Libya has undergone profound political and security transformations, evolving from an internal conflict into a regional and international arena characterized by competing interests and strategies among various international and regional powers. These developments have produced multidimensional repercussions that have extended beyond Libya’s borders, particularly affecting Egypt due to the geographical proximity and deep security, political, economic, and social ties between the two countries. Consequently, international and regional competition in Libya has become an important factor in reshaping Egypt’s surrounding security and strategic environment.
This study analyzes the nature of international and regional competition in Libya and examines its implications for Egyptian national security from 2011 to 2023, focusing on the political, security, economic, and social dimensions. It employs the descriptive-analytical and systems analysis approaches to examine the development of the Libyan crisis, its resulting interactions, and Egypt’s responses. The study draws on the concepts of international competition and national security, as well as the vulnerability perspective and role theory.
The study concludes that international and regional competition has increased the complexity of Libya’s political and security environment and generated challenges affecting Egyptian national security, particularly border security, terrorism and armed groups, and foreign military presence, in addition to political, economic, and social repercussions. It further emphasizes that the geographical and strategic interconnectedness between Libya and Egypt makes Libya’s stability an important component of Egyptian national security and regional stability.
