The Impact of Digital Transformation on Political Decision-Making

Abstract
This research paper presents and explores an objective and comprehensive analysis of the significant role that technology plays today in shaping political decision-making at all regional and international levels, by analysing its roles and impacts, identifying the opportunities and challenges it presents, and examining the legal, ethical and philosophical frameworks required to keep pace with this profound transformation in the field of international politics, including the crises and problems currently facing international politics, and how these are influenced by the digital transformation and digital data and information. The structure of international political decision-making has undergone a radical transformation in recent decades, influenced by digital transformations whose impact has extended beyond the technical and economic spheres to reach the fundamental structures and elements of political decision-making at both the regional and international levels. It is of paramount importance that data and information technologies, artificial intelligence, and technical monitoring and analysis tools, are considered pivotal elements in the formulation of foreign policy for any political system; risk assessment and the forecasting of future scenarios have become intrinsically linked to technology, as the digital transformation is no longer merely a tool but has become a structural component of the political decision-making process. The political future of states will be measured not only by the strength of their armies or their natural resources, but by their ability to build flexible knowledge systems and a digital political awareness that understands how power is constructed in an age of communications, code and data, and how sovereignty is protected in a boundless digital space.
