The Impact of Reengineering Administrative Processes (BPR) on Achieving Institutional Excellence through the European Excellence Model (EFQM) — An Analytical Field Study on Libyan Private Universities (Africa University — Tripoli Private University — Al-Rifaq University)

Abstract

This study examines the effect of Business Process Reengineering (BPR) on institutional excellence as measured by the European Foundation for Quality Management (EFQM) Excellence Model, across three Libyan private universities: Africa University for Humanities and Applied Sciences, Tripoli Ahlia University, and Al-Rufaq University. The study adopts an integrated theoretical–empirical design using the descriptive–analytical approach. A stratified proportional sample of 175 participants was drawn from a population of 312 academic, administrative, and support staff, guided by Krejcie and Morgan's (1970) sample size table for a population of 312. A validated 60-item questionnaire was administered, covering five BPR dimensions (25 items) and seven EFQM criteria (35 items), with overall Cronbach's Alpha reliability coefficients of α = 0.923 (BPR) and α = 0.931 (EFQM). Results revealed moderate BPR implementation (M = 2.94, SD = 0.59) and moderate institutional excellence (M = 3.40, SD = 0.66). Simple regression confirmed a statistically significant and practically large effect of BPR on EFQM-based excellence (β = 0.714, R² = 0.510, F = 122.7, p < 0.001). Multiple regression further indicated that all five BPR dimensions exert significant independent effects, with process redesign (β = 0.328) and employee empowerment (β = 0.302) ranking highest. One-way ANOVA revealed significant inter-university differences in BPR implementation (F = 11.84, p < 0.001), primarily attributable to Al-Rufaq University's comparatively lower performance. The study concludes with practical recommendations for embedding BPR and EFQM in strategic planning frameworks of Libyan private universities.
