Abstract

Through this research, we find that the participation of workers in decision-making has become an urgent requirement in public agencies, as the successive and continuous changes push these agencies to adopt many change programs at successive periods, which makes the work environment in these agencies an unstable environment, and therefore Such programs may be faced with resistance from the workers, so it was necessary for managers to adopt appropriate plans to protect these programmes, and from here emerged the idea of this study, which focused on the plans and methods of employee participation and its impact on protecting change programs in a number of public agencies, by exploring the level What is allowed from participating in those bodies, knowing the factors affecting the participation of employees in them, and identifying the negative and positive effects of this participation, with an attempt to determine the type of relationship that links the demographic characteristics of managers to the extent to which they accept the participation of employees. The study concluded a number of results, the most important of which were: 1. There are a number of factors that motivate workers to participate in decisionmaking, some of which are related to subordinates, and some are related to the decision itself, and some are related to superiors. 2. Employees in public agencies tend to agree that there are expected positive effects of their participation in decision-making, while they tend to be neutral about the existence of expected negative effects of their participation. 3. There are a number of reasons for resisting change that push managers to use the participation strategy, in addition to a number of mechanisms that contribute to activating the participation of workers in public agencies. Accordingly, the researcher reached a set of recommendations, which can be summarized as follows: 1. Public authorities need to promote the concept of participation in the decisionmaking process by the administrative leaders in these authorities by adopting all appropriate means and methods for this. 2. Encouraging the administration to participate in the decision-making process by holding special courses for employees in order to provide them with knowledge about the decision-making process and another for managers to make them more democratic and receptive to the application of participation. 3. Reconsidering the bylaws and regulations that contribute to limiting the participation of employees and reducing their effectiveness, granting more powers and exercising delegation within the entity; With the aim of creating an atmosphere of high confidence between the leader and his subordinates in their abilities. 4. The necessity of encouraging subordinates to express their suggestions and opinions, and granting them privileges and incentives in order to encourage others to follow their example.
