Abstract

The research aims to identify the concept of civil society and its elements in general, and to organize the relationship between the state and society based on democratic formulas that are based on respect, tolerance and cooperation, and to eliminate cases of violence, social and political exclusion and marginalization between the two (the state and society). Democratic development and the process of building civil society and activating its role is a process One is interconnected, and neither of them can succeed without the other. That is, there is no true democracy without a strong and effective civil society. Therefore, one of the most important functions of democracy in Morocco is to work to establish national rules for civil society within Moroccan society, so that it can contribute effectively to the process of democratic transformation. Civil society, in its essence, works to bring about changes in society, whether political, economic, social, or consensual.
