Diplomatic Ceremonies Between Protocol and Political Pressure – Official Receptions and Their Impact on the Principle of Reciprocity

Abstract

This study examines the relationship between diplomatic protocol and the principle of reciprocity within the framework of international relations. It focuses on the transformation of diplomatic ceremonies from a set of organizational rules designed to ensure mutual respect and regulate official interaction between states into a political instrument used to convey diplomatic messages and exert indirect political pressure. The study addresses the extent to which diplomatic protocol is legally binding in relation to the principle of reciprocity and whether its political use constitutes a legitimate diplomatic practice or a departure from the rules governing diplomatic relations. The research adopts an analytical and legal approach by examining the rules of international diplomatic law, particularly the Vienna Convention on Diplomatic Relations (1961), in addition to analyzing established diplomatic customs and contemporary international practice. It also discusses the main forms of protocol pressure, including lowering the level of official reception, recalling ambassadors, reducing diplomatic representation, and unequal ceremonial treatment, while assessing their political and legal implications for international relations. The study concludes that diplomatic protocol is based on a combination of legal rules and international customs, with many procedural aspects remaining within the sovereign discretion of states. However, the deliberate use of protocol for political purposes may weaken the principle of reciprocity, undermine mutual trust, and increase the likelihood of diplomatic escalation, thereby negatively affecting the stability of international relations. The study further concludes that the effectiveness of diplomatic protocol depends on maintaining a balance between legal obligations and diplomatic customs while avoiding its use as a tool of political confrontation.
