Abstract
This study aims to identify the behavioral, cultural, social, and financial indicators among employees in service-sector supervisory bodies in the city, as reflected in the decline of ethical values and the reduced level of services provided to citizens. It also seeks to identify variations in the respondents’ attitudes and contribute to developing practical solutions to address the phenomenon of administrative negligence in the administrative sectors of Bani Walid Municipality. The study employed the scientific method, as it provides more accurate information. It also relied on the descriptive-analytical method, which is one of the most widely used methods in the social sciences. Regarding the stratified random sample, it was selected from the study population, which consisted of 19,762 individuals. The study sample comprised 395 employees working in the administrative supervisory bodies of Bani Walid Municipality. The study reached the following main findings: Most respondents confirmed that the phenomenon of negligence in providing services to citizens in the health and education sectors reached 68.6%. The phenomenon of prioritizing private interests over public interests by officials reached 72.4%. The encroachment on the state's public plans reached 61.1%. The phenomenon of narrow regionalism and tribalism reached 66.3%. Behavioral corruption and the misuse of public funds reached 76.7%. The phenomenon of favoritism and personal connections reached 69.6%, while the phenomenon of embezzlement of public funds reached 75.7%.
