This policy aims to ensure the quality of scientific content and its academic value. The journal relies on a peer-reviewed scientific process supervised by an independent editorial board of experienced members. All materials are processed with complete confidentiality and according to internationally recognized publishing ethics standards, including the guidelines of the Scientific Research Ethics Document of the University of Tripoli. The journal also follows a set of editorial and ethical policies that regulate the scientific publishing process, ensuring transparency and quality at all stages of submission, review, and publication. Scientific Peer Review Policies:

Review Process:

All research submitted to the journal undergoes a rigorous scientific peer review process to ensure the highest standards of academic quality and scientific integrity. After an initial examination by the editorial board to verify the research's suitability and compliance with publication guidelines, appropriate research is referred to two independent reviewers for a Double-Blind Peer Review, where the identities of both authors and reviewers remain anonymous to both parties.

Reviewers evaluate the research based on originality, methodological accuracy, clarity, significance, and scientific contribution to the field. Based on the reviewers' recommendations, the editorial board makes a decision to either accept the research, request revisions (minor or substantial), or reject publication.

The review process typically takes from 3 to 6 weeks, and the duration may vary depending on the availability of reviewers and the nature of the research.

Evaluation Criteria:

  • Scope/Field of Publication: Research must be within the journal's field.
  • Novelty: Information should not be extracted from previously published research. It must be innovative and answer an important question in the research field. It is also preferable for it to have potential application outside the scope of the research.
  • Methodology: The approach must be clear, appropriate, accurate, and up-to-date.
  • Conclusions: Conclusions must be convincing enough to deserve publication.

 

Publishing and Scientific Research Ethics Policies:

The journal adheres to the scientific integrity of received research in accordance with the guidelines of the Scientific Research Ethics Document issued by the University of Tripoli in 2017.

  • That all submitted research is original and not previously published.
  • Reviewing research with complete confidentiality, integrity, and impartiality.
  • Rejecting all forms of scientific theft and plagiarism.
  • Correcting or withdrawing research if serious errors or scientific misconduct are proven.

Authors bear responsibility for the originality of their research, reviewers are expected to maintain confidentiality, and editorial board members are required to act with complete integrity in making publication decisions.

Plagiarism Policy:

The journal adheres to the highest standards of academic integrity and strongly condemns all forms of scientific plagiarism, whether partial or complete, intentional or unintentional. Plagiarism is defined as using the work, ideas, or texts of others without explicit reference to the source.

All articles submitted to the journal undergo initial screening using Turnitin software. If the similarity percentage exceeds the accepted limit (usually less than 25% for humanities), the article is either rejected outright or returned to the author for paraphrasing.

If plagiarism is discovered after publication, the journal takes corrective actions that may include:

  • Issuing a correction notice or retraction for the article.
  • Notifying the author's academic institution.
  • Banning the author from future publication in the journal.

This policy is based on the guidelines of the Scientific Research Ethics Document issued by the University of Tripoli, and the journal is committed to dealing with all cases with transparency and fairness.


 

Authorship Policy:

The journal adopts the authorship standards approved by the Scientific Research Ethics Document of the University of Tripoli, and all authors must have clearly contributed to the intellectual or practical aspects of the article. This includes contribution to design, data collection, analysis, drafting, or substantive review. Adding author names who did not actually participate in the research is not allowed, and the order of names must be documented with the approval of all authors before submission.

The journal has also prepared a written pledge for the researcher to sign, affirming that the submitted research is not extracted from another research or scientific thesis, and assuming legal and ethical responsibility if otherwise.


 

Conflict of Interest Policy:

For the Reviewer:

If a reviewer cannot judge a research impartially, they should not accept the review invitation. If the reviewer has any professional, personal, or financial affiliations that represent, or may be considered, a conflict of interest when reviewing the research, they should not accept the review, or if this conflict of interest is discovered after reviewing all research materials, they should withdraw immediately and fully inform the journal's editorial board. If there is an aspect of the research that the reviewer does not feel qualified to evaluate, they should inform the editor.

Author:

Authors must disclose any financial, professional, or personal conflicts of interest that may affect the research content. In case of no conflict, please add the phrase: "The author(s) declare no conflict of interest."

If the research owner is an editorial board member, it is assigned to another member for evaluation. The research must meet the same evaluation standards applied to all other research.

Similarly, research from friends is avoided, and a neutral editorial member is assigned specifically. This also applies to students studying with the professor editor at the journal. Also, any previous disagreements between the research owner and the editorial member are avoided, as well as evaluation.


 

Data Sharing Policy:

The journal is committed to promoting transparency and credibility in humanities research by encouraging researchers to disclose the data or materials used in preparing their research, in line with ethical principles and legal and cultural constraints.

Researchers are required to provide a clear statement on data sharing within their research, including clarification of whether the data is available for viewing or use, where it can be accessed, or if there are reasons preventing its sharing, such as privacy, copyright, or institutional agreements.

The intended data includes, but is not limited to: research tools (such as questionnaires and interview protocols), texts or documents used, classification codes in qualitative analysis, or the corpus used in linguistic or literary studies.


 

Copyright Policy:

The journal retains copyright for all published articles, unless otherwise stated. And publishing and distributing articles through approved platforms, while authors retain the rights to academic and educational non-commercial use of the published content, provided that the original source is referenced.

Published articles in the journal are made available according to the open access policy, allowing all users to view and use the content for non-commercial purposes, according to the terms of the applicable license.


 

Open Access Policy:

Al-Qirtas Journal is committed to supporting full open access for all scientific research it publishes. The journal believes that making scientific knowledge freely available to the public contributes to the advancement of scientific research and service to society.

All articles published in the journal are immediately available for reading and downloading without any financial or legal restrictions.

Appeal Mechanism Against Publication Decisions:

The journal is keen to follow the highest standards of integrity and transparency in all stages of scientific publishing, including the process of making acceptance or rejection decisions. Given the importance of fairness in evaluating research, the journal provides authors with the right to appeal against the decision to reject publication in cases where the author believes the decision is unjustified.

Appeal Submission Conditions:

The appeal must be based on objective reasons, such as:

  • Existence of a fundamental error in understanding the research content.
  • Clear bias in the reviewers' evaluation.
  • Existence of a conflict of interest.
  • Violation of agreed review procedures.

Appeal Submission Procedures:

  1. Send a written appeal request to the editorial board via the journal's official email or deliver the request by hand, within a period not exceeding 30 days from the date of the rejection decision.
  2. The request must include:
    • Research title.
    • Detailed explanation of the reasons for non-acceptance.
    • If possible, a scientific, objective response to the reviewers' comments.
  3. The editorial board reviews the request internally and may consult additional neutral reviewers if necessary.
  4. A response to the appeal is provided within a maximum period of 4 weeks from the date of receiving the request.

Final Decision:

The editorial board's decision after considering the appeal is final and not subject to further appeal, and is made in a manner that serves the scientific integrity and academic standards of the journal.


 

Complaints Policy:

The journal is committed to providing a fair and transparent publishing environment for all concerned parties, including authors, reviewers, and readers. The journal places particular importance on addressing complaints related to the publishing process, or the behavior of any party involved in the editorial process.

Types of Complaints That Can Be Submitted:

  • Unjustified delay in the review process or decision-making.
  • Unprofessional behavior from a member of the editorial board or reviewers.
  • Clear bias or conflict of interest in the review process.
  • Issues related to scientific integrity or plagiarism.
  • Technical malfunctions affecting the submission or review of manuscripts.

How to Submit a Complaint:

The complaint should be sent via the journal's official email or delivered in writing by hand.

The complaint should include the following information:

  • Complainant's name and contact information.
